This is not a real error, but just an ill-conceived error message.

When we send out an update we temporarily block out all existing installations. Then gracefully allow more and more existing ES installations to download the new update. In the meantime the rest will receive this 403 error message.

This process is going on now, and should be finished tomorrow.
